Charter of Valyria
Preamble
The Freehold of Valyria, Lands of the Fourteen Flames and Lair of the Mighty Dragons, is hereby restored in the lands of Essos.
Article I: Membership
Section 1
Members must register on the Valyria forum and apply to Valyria in-game in order to join. New members will not be accepted while at war.
Section 2
Valyria members shall abide by the orders of the Dragonlord, and abide by the laws and policies of the Grand Council. Member nations must be the same national color as the current designated alliance color and fly the designated Valyria flag.
Section 3
Members shall be granted the the right to vote in elections, the right to vote on treaties, the right to vote on wars declarations, and the right to amend this charter.
Article II: Government
Section 1
Valyria and all its affairs shall be lead and managed by the Dragonlord. The Dragonlord shall have complete authority to govern Valyria including affairs, but not limited to, serving as the head of state of Valyria, appointing members to and removing members from the Grand Council, setting and altering the alliance tax rate, establishing and ending foreign relations with foreign alliances, enforcing all alliance orders, laws, and policies by any means in order to protect Valyria.
Section 2
The Lord Regent shall serve as the Dragonlord’s closest adviser, and execute the duties of the Dragonlord when the Dragonlord is absent and is unable to perform his or her duties. If the Dragonlord’s throne is vacated, the Lord Regent shall succeed the previous Dragonlord and rule until the next election has been completed. The Dragonlord shall appoint the Lord Regent. The Lord Regent shall also serve as the chair of the Grand Council.
Section 3
The Grand Council shall advise the Dragonlord on the management of Valyria. The Council shall also enforce orders issued by the Dragonlord, and enforce the laws and policies the Council passes. Members of the Grand Council shall be:
Lord Regent: Serves as the chair of the Grand Council.
Lord Minister: Serves as primary ambassador of Valyria’s foreign affairs.
Lord Maester: Serves as the manager of Valyria's interior.
Lord Magistrate: Serves as the administrator of Valyria's laws.
Lord General: Serves as the chief military commander of Valyria.
Lord Magister: Serves as the chief economic officer of Valyria.
Section 4
Government members shall not be inactive for a continuous period of more than three days without prior approval, or a temporary suspension will be placed on the absent government member until he or she returns. Valid proof of absence must be provided in order to for a government member to be reinstated to their position.
Article III: Voting Procedure
Section 1
Elections for the Dragonlord shall take place on the first day of the month every fourth month of the year following the first election. Candidates must be a member of Valyria for one month or thirty days in order to be eligible for the position of Dragonlord. Candidate filing will begin two weeks or fourteen days before the election and last until the campaigning period begins. Campaigning will take place one week or seven days before the election and will last until voting begins. Voting will last one week or seven days after polls open. Results will be posted within twenty-four hours after polls close.
Section 1.1
The election voting method for Valyria elections shall be the approval method of voting in which the voter has two options: ‘approving’ of a candidate by casting one vote for that candidate, or ‘disapproving’ of a candidate by not casting a vote for that candidate. Therefore, a voter may either vote or not vote for each candidate. The candidate with the most votes will assume the position of Dragonlord immediately following the announcement of the election winner.
Section 2
Members must vote for the approval of written treaties and official war declarations. The approval of treaties and war declarations require three-fourths approval of voting members.
Section 2.1
A voting period for treaties will last one week or seven days. The proposed treaty will take effect, if approved or once approved by the other alliance(s), upon being approved by three-fourths of voting members after the voting period has ended.
Section 2.2
A voting period for war declarations will last three days or seventy-two hours. The proposed declaration of war will take effect upon being approved by three-fourths of voting members after the voting period has ended.
Section 3
Amendments to this charter may be made with three-fourths or more approval by the membership. Amendment proposals are permitted by any member. Approved amendments shall take effect immediately upon approval.
Section 3.1
Once an amendment is proposed discussions on the amendment shall take place for seven days or one week. During the discussion period the final draft of the amendment will be written. After the discussion period has concluded a voting period will last for seven days or one week. The amendment will take effect immediately upon approval, or if rejected the amendment can be reconsidered after changes and be put forward for a new vote, or the procedure for a new amendment can be dismissed.
